I had a similar model, and I'm trying to think back to what I did, but I'm pretty sure you had to pay a subscription for this camera information.  Trouble is Sony stopped making portable satnavs about 4 years ago, so I don't think you'll have any joy with activating anything now sadly as the information would have been provided by a third party rather than Sony themselves, and if they don't support the product now.....
